Cyrillic Soft Keyboard (CyrLat) is implemented as an alternative Input Method to the native PocketPC keyboard. It allows you to input the characters of Cyrillic alphabet (Russian primarily) in any keyboard-aware application. It does not prevent the use of the native keyboard.
